Statewide Program Helps Low-Income Landlords and Tenants Prevent Eviction

Legal Services of New Jersey has launched a new program called the Housing Stability Initiative (HSI) to provide assistance to tenants and landlords to help prevent eviction and access needed resources.

During the COVID-19 pandemic and public health emergency, New Jersey had a moratorium on evictions, meaning that tenants and their families could not be removed from their homes. The moratorium has ended, but there are options available to those facing eviction for nonpayment of rent during the pandemic who have a pending court case.

In New Jersey, landlords are required to help tenants apply for rental assistance. Many landlords have been understanding about receiving back payments and are willing to try to cooperate with tenants to avoid eviction.

Through this program, LSNJ has been assisting low-income landlords who qualify for services, while regional Legal Services offices continue to provide legal assistance to tenants. Several community events were offered before the December 15 deadline for enrollment in the Department of Community Affairs (DCA)’s rental assistance program and more events may be planned.

People in New Jersey are still experiencing the devastating effects of the COVID-19 pandemic. We hope that, with the Housing Stability Initiative and the concerted efforts of Legal Services’ advocates statewide, we can help keep tenants and landlords safely in their homes.

Although DCA announced that it has expended the funds it received through the federal program, it is still accepting applications. The application process still requires you to submit a certification with the DCA in order to qualify for assistance.

In addition to DCA’s rental assistance program, there may be resources available through other local agencies. You may be eligible to receive free assistance for eviction or rental assistance, or other legal matters from Legal Services in your county or from Legal Services of New Jersey, through its statewide hotline and online resources. The LSNJLAWSM Hotline assists tenants regardless of immigration status.
